Circular 12/2025/TT‑BXD

What counts as oversized or overweight cargo in Vietnam?

Under Article 10 of Circular 12/2025/TT‑BXD of the Ministry of Construction (effective 01/07/2025), indivisible cargo is oversized or overweight when the loaded vehicle or combination exceeds at least one of these limits:

over 20 m
Width
over 2.5 m
Height
measured from the road surface, over 4.2 m (container carriers: 4.35 m)
Gross mass
vehicle plus cargo over 48 tonnes

Vehicles carrying such cargo need a road circulation permit. Under Circular 12/2025/TT‑BXD, permits are now issued by provincial Departments of Construction.

Frequently asked questions

What is oversized or overweight cargo in Vietnam?

Under Article 10 of Circular 12/2025/TT‑BXD, it is indivisible cargo that makes the loaded vehicle or combination longer than 20 m, wider than 2.5 m, higher than 4.2 m from the road surface (container carriers: 4.35 m), or heavier than 48 tonnes gross including the vehicle.

Who issues permits for oversized cargo transport?

Since 1 July 2025, under Circular 12/2025/TT‑BXD, circulation permits for oversize and overweight vehicles are issued by the provincial Departments of Construction. GLOGIMEX prepares and files the application for clients.

What information do you need for a quote?
